What Constitutes Ragging?
Ragging constitutes one or more of any of the following acts
- Any conduct by any students whether by words spoken or written or by an act which has the effect of teasing, treating or handling with rudeness a fresher or any other student ;
- Indulging in rowdy or undisciplined activities by any student or students which causes or is likely to cause annoyance, hardship, physical or psychological harm or to raise fear or apprehension thereof in any fresher or any other student ;
- Asking any student to do any act which such student will not in the ordinary course do and which has the effect of causing or generating a sense of shame, or torment or embarrassment so as to adversely affect the physique or psyche of such fresher or any other student ;
- Any act by a senior student that prevents, disrupts or disturbs the regular academic activity of any other student or a fresher ;
- Exploiting the services of a fresher or any other student for completing the academic tasks assigned to an individual or a group of students ;
- Any act of financial extortion or forceful expenditure burden put on a fresher or any other student by students ;
- Any act of physical abuse including all variants of it : sexual abuse, homosexual assaults, stripping, forcing, obscene and lewd acts, gestures, causing bodily harm or any other danger to health or person ;
- Any act or abuse by spoken words, emails, posts, public insults which would also include deriving perverted pleasure, vicarious or sadistic thrill from actively or passively participating in the discomfiture to fresher or any other student ;
- Any act that affects the mental health and self-confidence of a fresher or any other student with or without an intent to derive a sadistic pleasure or showing off power, authority or superiority by a student over any fresher or any other student.
As per directive of the Hon’ble Supreme Court in SLP No. 24295 of 2006 dated 16.05.2007 and in Civil Appeal number 887 of 2009 dated 08.05.2009, F. No. 37-3/Legal/AICTE/2009 and subsequent Notification dated 01.07.2009 on the subject: Prevention and Prohibition of ragging in technical Institutions, Universities including Deemed to be Universities imparting technical education.

Actions to be taken against students for indulging and abetting ragging in Technical Institutions, Universities including Deemed to be University Imparting Technical Education
- The punishment to be meted out to the persons indulged in ragging has to be exemplary and justifiably harsh to act as a deterrent against recurrence of such incidents.
- Every single incident of ragging a First Information Report (FIR) must be filed without exception by the institutional authorities with the local police authorities.
- The Anti-Ragging Committee of the institution shall take an appropriate decision, with regard to punishment or otherwise, depending on the facts of each incident of ragging and nature and gravity of the incident of ragging.
- Depending upon the nature and gravity of the offence as established, the possible punishments for those found guilty of ragging at the institution level shall be any one or any combination of the following :
- Cancellation of admission
- Suspension from attending classes
- Withholding / withdrawing scholarship / fellowship and other benefits.
- Debarring from appearing in any test / examination or other evaluation process.
- Withholding results.
- Debarring from representing the institution in any regional, national or international meet, tournament, youth festival, etc.
- Suspension / expulsion from the hostel
- Rustication from institution for period ranging from 1 to 4 semesters.
- Expulsion from the institution and consequent debarring from admission to any other institution.
- Collective punishment : when the persons committing or abetting the crime of ragging are not identified, the institution shall resort to collective punishment as a deterrent to ensure community pressure on the potential raggers.

The Government of West Bengal has enacted Anti Ragging Law, “West Bengal Prohibition of Ragging in Educational Institutions Act 2000” to prevent ragging at the Educational Institution. Further, the Government has directed all Heads of educational institution of the State to form Anti Ragging Committee to implement strictly and punish the students indulging in ragging activities stringently as per the provision of the law.
The Supreme Court in its order, dated the 16th May 2007, has ordered a crackdown on ragging on campuses across the country. The court made it compulsory for colleges and other educational institutions to register FIRs and said exemplary punishment should be awarded to offenders, so that it acts as deterrent.
In pursuance of the above orders and directives, an Anti-Ragging Committee is hereby reconstituted as per AICTE norms for the academic year 2025 – 2026 with the following members :

Objective
In view of the directions of Honourable Supreme Court in SLP No. 24295 of 2006 dated 16-05-2007, in Civil Appeal number 887 of 2009, dated 08-05-2009 and “West Bengal prohibition of ragging in educational institution act 2000” to prohibit, prevent and eliminate the source of ragging in all higher education institutes in the country, it is mandatory to form “Anti Ragging Committee” and “Anti Ragging Squad” to implement strictly and punish the students indulging in ragging activities stringently as per the provision of the law.
Functions of the cell
- To publish advertisement/poster/notice clearly mentioning that ragging is totally banned and anyone found guilty of ragging and or abetting ragging is liable to be punished.
- To ensure compliance with the provisions of these regulations as well as the provisions of any law for the time being in force concerning ragging.
- To constitute an anti-ragging Squad unit taking faculties, staffs and securities of this institutes and a monitoring cell constituting student volunteers of different levels at the end each academic year.
- To monitor and oversee the performance of the “Anti Ragging Squad” and “Student monitoring cell” in prevention of ragging in the institute.
- To maintain vigil, oversight and patrolling functions and remain mobile, alert and active at all times concerning ragging and take an appropriate decision with regard to punishment or otherwise depending on the nature and gravity of the incident of ragging.
Facilities of the cell
- Conference room in Block A used for generating meeting with members, college authority, guardians etc.
- Institute seminar hall in Block B, Activity room in Block C used for addressing students’ volunteers and for organising events, activities regarding ragging.
- Institute notice board and institute website to circulate notice, poster etc.
Management of the cell
Power of the Committee has been elaborately stated and explained in the Act. The Committee will commence its functioning with immediate effect to prevent occurrence/recurrence of incidence of ragging throughout the academic year 2023 – 2024. Roles & Responsibilities
Coordinator:
- To communicate the committee members about the agenda, minutes of meetings and coordinate the committee meeting.
2. To interact with first year students during fresher’s welcoming session.
3. To implement the decision/ action taken by the committee members with the help of college authority.
4. To establish Anti ragging Helpline number operational round the clock and telephone numbers of all members are disseminated for access or to seek help in emergencies.
Members of Anti-Ragging Committee:
- To make strategy and proper plan about how to increase the awareness of anti- ragging concept among all the students.
- To reconstitute “Anti Ragging Committee”, “Anti Ragging Squad” and “Student monitoring cell” as per AICTE norms at the end of each academic year and train the student monitoring cell for patrolling the campus and serving the new comer students at the end of each academic year.
- To monitor and oversee the performance of the Anti-Ragging squad & student monitoring cell in prevention of Ragging in the institute.
- To collect personal pledge of prevention of ragging from all students and contractual, permanent staff members in the institute through submission of affidavit.
- To make a decision with the help of college authority on the proper punishment or warning or any others if there is any incident relating ragging.
- To Arrange Seminar, meeting or deliver talk to the students about the immoral effect of ragging and corresponding directions of Honourable Supreme Court about the prevention of ragging.

- To make surprise visit and inspect the hostels, canteen, classrooms and other places vulnerable to incidents on regular basis for first few weeks of the academic year.
- To interact with the students’ time to time to increase anti-ragging awareness.
- To introduce the student monitors, students’ members of Anti Ragging cell and other staffs related and provide their contact numbers to the new comer students so that they can feel free to seek help if any incident occurs.
- Report immediately to the higher authority along with proper recommendation about any incidents, if happens.
Members of Mentoring Cell:
- To interact regularly with first-year students to understand their challenges and provide necessary help and guidance.
- To counsel the first-year students on adjusting to college life, academics, and the new environment.
- To provide proper information about anti-ragging measures, help-line numbers, and contact details for relevant officials. They help allay fears about ragging and misconceptions by providing clear information.
- Actively participate in all anti-ragging activities and contribute to making the institution ragging-free.
- To serve as a point of contact for first-year students to report any incidents or concerns regarding ragging, which can then be escalated to the appropriate anti-ragging committee.
